They saw off the : Nazgul at the Pellenor fields, when Sauron was at his height of : power for the T.A, and with less forces at their disposal. Gondor was repelling an attack at the time, and it was able to outflank the enemy. Attacking Minas Ithil would have been a different matter. This is a "what if" scenario, really. And only Tolkien could really decide WHY Gondor never retook the city.
