I always think that the link between the One and the Three was due to some feature of the Ring making process devised by Sauron and shown to Celebrimbor who didn't fully undertstand it all.

To me, it is similar to the modern day cases of organisations who devise encryption technologies and share them with anyone who wants them. However, the encryption algorithms contain a backdoor which allows the original inventors to decrypt anything encrypted with the algorithm without needing a key, allowing them to spy on anyone using their product.

Celebrimbor used Sauron's technology in making the Rings, not realising that the techniques he had been given would result in Rings which were "visible" to Sauron's controlling Ring.

As I said, that is only my interpretation based upon my reading of the books - if anyone can shed further light on it... I wouldn't be surprised ;)
