I was considering the posibility that Orcs were a blend, if you will, of both Elf and Dwarf. Since we don't know exactly how Morgorth made Orcs, he may not have needed to turn dwarves. He would only require a pool of breeding (or genetic?)stock. As to actually turning Dwarves, the Dwarf Rings did have a pronounced effect on their wearers. I also think there is reference, don't ask me where, to dwarves being in Sauron's forces (Second Age?). We also have to remember that Sauron was weaker than Morgorth. Although the SIL says it was hard to turn a dwarf, it does not say it was impossible or that dwarves had never been turned.
