: Actually, it seems that Tolkien had a high opinion of the ability of the Rohan horses and the Riders reliance upon them at night:

: So all in all, the orcs didn't stand much of a chance against Riders who attacked mercilessly and at night with their horses. Tough to combat that, and the fact that they did slay some of the Riders speaks of their prowess in battle. But my original statment was that from the standpoint of your average orc battling your average man, on foot, an orc would be an equal match for that man.

IMO; Average trained Ork is a little below average trained man,
Rohir and Dúnedain are not average man, further their soldiers has recieved specialised training and equipment and the Eored of Eomer would probably be his household troops, an elite.
To combat such the evil lords would have to use Uruks or Halforks (battle of the fords of Isen) coupled with superior numbers to pull them down (battle at the Fords of Isen, Disaster at Gladden and the Orks Chieftain in Moria) or special monsters like Trolls etc.
As I stated above, Orks may be no more than unintelligent beasts mimicking their masters. Personally I believe that they are more but that it gives a fairly fine image of their avarage intelligence and skill.
