Wouldn't at all when he was busy reconstructing himself, and then hunting around for a base from which to make mischief. When passing himself off as just another sorceror, the Necromancer, what role would a herald serve. No, there probably was only one MOS, and he took the job shortly after Sauron made his official reappearance, and is probably no older than Aragorn. Perhaps there was another, earlier Mouth? In the Second Age? And Gondorians thought they were the same?
