In my view of things while there was a definite ranking among the Maiar as far as their power goes I've never seen any evidence that this ranking worked out in a way that put some Maiar in any kind of leadership role. In other words, I don't think that in Aman Saruman was, say, Gandalf's boss. The Valar were the bosses and Manwe THE boss. What might you think?

I don't think there was ranking of leadership among all the Maiar. If any ranking of leadership did exist, I think it existed solely among those Maiar serving a specific Valar.
I think it was more along the lines of, for example, Aule telling one the high ranking Maia that served him to have some task perfomed. That high ranking Maia might tell a Maia of lessor rank serving Aule to actually perform the task. However, a high ranking Aule Maiar could not tell a low ranking Yavanna Maiar what to do.

Of course, any Valar could tell any Maiar what to do, and if so ordered by the Valar, a Maiar could be placed in a leadership postion over other Maiar (Saruman an the Istari).
