Quite. At least this is my opinion. Let us say that they were living creatures who were inhabited - or possessed - by spirits of evil. Where these spirits came from is a matter of conjecture. Perhaps there were any number of unembodied spirits floating about the Outer Void who could be summoned by one who knew the proper rituals (or whatever). Or, perhaps they were invested by the spirit of Melkor. In either case, I agree that dragons were not Maiar.
