Gondor had a far higher population than Rohan. Tolkien estimates Theodens army to a little more than 12.000, If all the men of the Mark were ready for battle it might have been something like 25.000. Gondor would have more than twice that number when you include all the men of the southern fiefs. Tolkien estimates that the full muster of Rohan would produce about 12000 men. According to my understanding, a full muster would have included all men who are able to fight, so 12000 is the top figure for Rohan's army. But I do believe that Gondor could have raised at least around 50000 fighters if need be. Gondor could have kicked Rohan's butt (though most likely at a great cost to themselves), if they didn't have to worry about their other borders. -Foradan : Other reasons may come as well,but it's late and I'm tired. : Maglor
