I think Legolas was portrayed as an expert archer. Yes, yes, he's definitly an expert (maybe even master) archer. It's just that you can't determine how good an archer is in such a big fight. All off the archers present at that battle would just randomly fire their arrows into the opposite army to cause as many casualtiews as possible. When they were fighting against those "Hounds of Sauron" then you can see how good Legolas was. He had to fire arrows at the hounds that were closest and had to kill them with one shot, I beleive he has a 100% hit ratio in that fight, that proves he's a expert archer. About those firing ranges, every archer had to be trained to a certain level of skill before they could enter the army offcourse.
