By Catholic beliefs, to which Tolkien no doubt adhered, there could be no salvation for those who failed to repent while still living. As the Nazgul were destroyed while in the service of their master, and without having come anywhere close to repentance, it is unlikely that they could be redeemed. The only thing that could be held in their favour was that they were not acting of their own free will, but completely enslaved to Sauron. In this case, only the acts which they performed of their free will could be held against them. Here too, these acts were mostly evil, so I think there is little chance.
