Iluvatar was not talking about Elves alone. He was talking about Elves and Men, and as I have pointed out elsewhere, most of the strife that Tolkien actually documented was between Dwarves and Men, not Dwarves and Elves. I have no doubt this passage convinced you there would be a problem between Elves and Dwarves, but you did misunderstand its reference. Iluvatar in no way excluded Men from his Children.
