Tolkien seemed to change his mind on the whole Radagast issue, so saying he failed is not necessarily appropriate. Besides, the wizards were sent to battle 'Sauron' and even after Sauron is thrown down, there will still be Sauronic residues and followers who need watching. Perhaps Radagast had a job to do after Gandalf left - watching for a time angainst the return of evil. Or if you take one of the Essays Tolkein wrote on the Blue Wizards - if they turned bad, perhaps Radagast was left to watch over/counter their empire building games Don Q
