In LotR, Gandalf (Gandalf the White) tells Aragorn, Gimli and Legolas that "I am Gandalf the grey, but black is mightier still"

Furthermore all of the Istari were referred to as being Saurons 'peers'. This probably only meant that they were of the same order (maiar). Radagast is said to be of lesser power than Gandalf and Saruman and in 'letters' Tolkien make the observation that:
"Sauron is of the same angelic order (maiar) as Gandalf and Saruman, but of a FAR HIGHER stature".

It's notable how Tolkien really makes the difference clear with his choice of words.
