Hey Maglor, Frodo screws up and still gets to party down in Aman, you are still hanging about after thousands of years all because the Valar can't handle the elves making their own choices, sucks doesn't it??
Yes, Frodo failed, pure and simple, he is not a particularly good character to empathise with either, what if one of the other Hobbits had got hold of the ring - Sam wanted to be a great gardener, what of Pippin the ring lord - the greatest smoking, beer swilling Took of all time? Or Merry the ringlord and his baths of doom??
