While it seems obvious that in creating a Ring of power such as the Nine of the Seven didn't require an investment of personal power, it may be that Sauron had put too much of himself into the One Ring in order to control the others. He obviously put enough of his power into the One that in destroying it he, himself was thwarted. Thus, he may not have had the ability to create any more after he made the One, or at least none to rank with the Nine or the Seven. Otherwise, why not just make an infinite amount and pass them out with impunity, knowing that they would all be controlled by the One, and thus conquer by proxy? Apparently, Sauron's scope was limited in this matter.-RR
