He obviously put enough of his power into the One that in destroying it he, himself was thwarted. Thus, he may not have had the ability to create any more after he made the One, or at least none to rank with the Nine or the Seven. Otherwise, why not just make an infinite amount and pass them out with impunity, knowing that they would all be controlled by the One, and thus conquer by proxy? Apparently, Sauron's scope was limited in this matter.: -RR Yes, I also believe that Sauron's scope was limited in this matter. In fact, I believe that whereas Sauron had KNOWLEDGE of how the lesser rings were lade, it was beyond his SKILL to make them himself, at least many of them. Otherwise he would have done so in the first place, and given the elves the finished product, corruption guaranteed. His purpose was to exploit the powers and skills of the elves, profiting himself and causing their downfall. Not all the works that were possible for (some) elves were possible for the Ainur, after all we don't see them making multiple Silmarils either, even when they saw that it was a cool idea. Yet without the knowledge he gained from the Ainur, Feanor would never have achieved the making of the Silmarils. The same with the Rings. The One was a different matter, and as we see, Sauron had to put his own power into it to make it, unlike the elves. -Foradan
