First attacking the weaker Arnor with his forces, while he saw the need to weaken Gondor with plagues and the limitless number of peoples pushing in from the east. And of course he managed something even Morgoth failed at: trapping the elves. As soon as the One ring was finished an evil beyond repair had been done. As Galadriel tells Frodo: "you are the footsteps of doom to us ringbearer". If Sauron gains the One all is lost, if the One is destroyed, middle earth is lost to the elves. He also seems to have been a formidable power in combat, facing both Gil Galad and Elendil.
