First off, if we assume that he did not, where would he have left it for safekeeping? For that matter, why would he not take along his most powerful tool? In fact, the Ring was used to help intensify the paranoid fears of Ar-Pharazon, which ultimately lead to the Downfall. Sauron knew in setting Ar Pharazon against the Valar that the results would be devastating to the Numenoreans. Unfortunately for him, he did not forsee that Manwe would call upon Iluvatar, and thus was caught in the sinking. As to the issue of carrying the Ring after losing his physical form, JRRT plainly stated that this occurred in one of the Letters, attributing the ability to do this to the fact that Sauron was not primarily a physical being. If that were true then when his physical being was destroyed by Gil-Galad and Elendil threw him down he would have taken the ring with him. Thentaran
