Well, I suppose it depends of how far down the Celduin you mean. After reaching the Old Dwarf Road, the river takes a sharp turn to the southeast, flowing about 250 miles before meeting the River Carnen. The lands through which it flows southeast of Mirkwood do not seem to have been heavily populated; you would probably stand a better chance of meeting robbers or roving easterling bands than of finding a civilized town. I would assume then that any trading partners 'down river' would probably be either Woodmen living in the eastern eaves of Mirkwood, or the remnant of the Northmen who formally inhabited the plains of Rhovanion or possibly the East Bight of Mirkwood.
