I'm not familiar with the "Avarin or Nandorin" half-elf to which you refer, but it's an interesting point, nonetheless. Legolas and Imrahil do, briefly, refer to the supposed 'elven' heritage of the people of Dol Amroth. Does this simply refer to the line of Numenor (aka Elros) breeding true there, or does it refer to a time when the elves travelling to the Sea tarried in Dol Amroth and perhaps begot a few half-elves before they set sail?
