: taking the One at the end of the Second Age.

Tolkien states that Sauron took the Rings back in the Third Age. Late in the Third Age, at that.

What we can infer is that by that time he didn't need to be wearing the One Ring to control the Nazgul. Why he should need to take back their Rings is never made clear, but Tolkien alternately says the Nazgul were enslaved to their Rings and to Sauron's will.
