As far as Bilbo and the Ring goes, since Bilbo didn't set himself up as a great lord over anyone, I doubt he could even show up as a blip on Sauron's radar screen. Sauron was in "rapport" with the One Ring, meaning that while it existed he was still strong enough to accomplish many things. But he was not in communication with it.

Sauron became aware of the Ring itself on only two occasions: when Frodo looked upon Barad-dur while sitting on Amon Hen and wearing the Ring, and when Frodo claimed the Ring for his own. On the first occasion Sauron only knew the general direction of where the Ring was. He couldn't see Frodo. On the second occasion, Frodo was in Mordor, in the Sammath Naur, and very close to Barad-dur.

Bilbo had often called the Ring his, but he didn't know what it was, and probably had not "claimed" it while wearing it (or just before putting it on). The Ring, at any rate, was pretty weak when it was far removed from Sauron, so if its power was needed to make Sauron aware of what the wearer was doing, Sauron was in retreat when Bilbo was using the Ring in Mirkwood, and while Bilbo was in the Shire Sauron was very, very far away.
