Cirdan is a living representation of the fate of the Eldar (and possibly all elves) in Middle-earth. As the millenia pass, and the elder race fades, Cirdan appears to grow older (symbolized by his white beard). It is his fate to remain in Middle-earth "until the last ship sails". Many interpret this to be the ship upon which Gandalf and Galadriel departed into the West. However, it is not said that Cirdan accompanied them, and I believe that he remained behind until all of the Eldar and Avari surrendered to the call of the sea. Then "the last ship" truly would sail into the West, bearing Cirdan and the last of the elves to Tol Eressea.
