Elves speaking with British accents will be extremely unnerving to me (alongside Viggo speaking with a flat American accent), but I'm sure they'll cover up the background actors' voices with what's called looping, where voiceovers are done in post-production (something often done anyway, where scenes are filmed on sets with poor sound quality). There is actually a company in Hollywood (or there used to be) called The Loop Group, whose actors provide voices for crowd scenes and similar work.
