I read the post and something struck me. The Ainur and their bodies seem very similar to the Norse gods and their hames, it also recembles something else that has puzzled me, Beren using Draugluins hame to sneek into Angband.
The Norse gods could take just about any shape, but they needed the original annimal and wore the skin.
The Ainur would be able to create their own hames, but it took time, when they had a body they culd step in and out of it as they pleased, but the hame was there no matter what. So theoretically somone could take the body of Manwe and play god for a while:)
At least the Istari seem unable to do this or maybe there was no suting body for them to change to.
There are some details witch I have not thought of yet, but I hope you get my point.

BTW This might even solve the Beorn problem, maybe Radagast made some real Ainu bear hames for him and his friends.
