I wonder also about their spatial distrubution. At least in Arnor, at Annuminas, Amon Sul and Emyn Beraid, they are well dispersed, being at least 100 miles apart. The Orthanc stone was 300 miles from the other Gondorian stones, but these three were curiously clustered close together. Osgiliath was what, 12-20 miles from Minas Anor/Tirith (well within range of a runner or rider) and maybe twice that from Minas Ithil/Morgul. Why wasn't there a stone at Pelargir? At Dol Amroth (or whatever was the chief town of Belfalas before Imrahil's ancestors founded D.A.)? At some far western outpost? - I suppose Erech was ruled out.
