Well, finding such a group may not be easy. On the other hand, maybe it is. :)

You can write to Christopher Tolkien through his publishers, but if you do so you'll be asking for permission to do something (I firmly believe) he won't agree to.

I think you should just start the project and forget about Christopher Tolkien. What will give you credibility will be the number of people who use whatever standards you propose. A Tolkien family endorsement -- which is about as likely as the return of J.R.R. Tolkien himself to assist with the project -- wouldn't necessarily convince people you had a good standard. The proof will be in the pudding, as they say. If you can help people agree on what constitutes "canon", you will have accomplished far more than Christopher Tolkien himself.
