Sam read some of bilbo's memoiurs (or however u spell it) so he would have known much of what had happened on bilbo's trip.. the finding of the ring etc.
Frodo to me always seemd to want to go after biblo.. but he was torn in 2... Gandalfs talks with frodo pushed him over the edge so to speak...
So prior to the evesdropping Sam would have known of the ring etc.. frodos plan to leave and destroy the ring he would have gained for the talks with gandalf.. then the leaving the hobbiton would have certified his plans..
