This is incorrect. Bilbo did teach Sam how to read, but the Red Book was secret. Frodo was the only one allowed to see it. Merry stated that he was probably the only person in the Shire to have managed a look at the Book. Merry was also the one to discover the Ring, when Bilbo used it to avoid the Sackville-Bagginses. He then shared this information with the conspirators years later.

: Frodo to me always seemd to want to go after biblo.. but he was torn in 2... Gandalfs talks with frodo pushed him over the edge so to speak...

I would agree with this

: So prior to the evesdropping Sam would have known of the ring etc.. frodos plan to leave and destroy the ring he would have gained for the talks with gandalf.. then the leaving the hobbiton would have certified his plans..

I really don't think that Sam did much more as a spy than to make sure Frodo was not planning to leave suddenly. He probably passed on the information that he heard at the window about the Ring, but no subsequent info.
