Sam may not have been actively spying in the years between the Long-Expected Party and the time when, as Merry says, "things got serious", but he would have been well-positioned to observe the goings-on at Bag End, particularly the comings and goings of Gandalf.Once "the conspiracy was joined in earnest" they might very well have pumped Sam for all he could recollect about those meetings. Whether Sam was trimming the lawn under the window during those other, earlier conversations between Gandalf and Frodo is shear speculation. :::ducking::::
