Now that I think about it I think the Istari very well could have done some breeding of there own. To me, the key is what were the reasons for this full embodiment. W/ Melian it was for romantic love of one individual, Thingol, whereas the reasoning behind the embodiment of the Istari was ultimately based on a caring for a whole continent of peoples.
