So what did Gandalf know about this conspiracy and when did he know it? My guess is that Gandalf figured out that something was afoot long before his conversation with Frodo. He also probably arranged for the window to be open so that Sam could listen in and be caught. No doubt Gandalf knew that Frodo's chances of getting through would be better if he had company, rather than going off alone. Well Gandalf could not see the future, he seems to have had a more than natural understanding of what was going on.
