I just started reading it but... (and I'm only just passed that part so I could be wrong.) But I think perhaps he's known about the ring for some time like others have said, and he's heard a little about it from what he could pry out of Gandalf, and was relaying the messages to Merry and Pippen, and remember Frodo didn't leave the shire right away. He had time to prepare, and time for Sam to tell Merry and Pippen about his plans to leave and the real reason (Which was not to settle down near the Brandybucks as he had said he was.)

Thats just my take on it when I read it. Though I had that same question when I first came across that part.
