: Not just that - Gandalf was not allowed to intervene directly in matters of ME - ie not to use force, but that may have extended to healing. Aragorns healing ability is also part of how he comes to be recognised as the rightful king.Gandalf certainly could and did use force. What he was forbidden to do was to use his Power to dominate or coerce others to a course of action, to usurp their free will. As for Theoden, I wonder if that was a 'healing' at all, and not simply the removing of Saruman's power from influencing Theoden's well-being.
