: This question comes out of a thread far down the board "Re. scenario by scenario". The question is, what the heck was Gandalf doing in Fangorn Forest when he met Aragorn, Legolas, and Gimli, if he had not come there to rouse the Ents?

He had to meet them to take them to Edoras, to put into motion the greater events which followed. Perhaps he was loitering around waiting for them - Pippin mentions that he thought that treebeard had seen him earlier. Gandalf could've been arrested for the ME equivalent of loitering with intent to overthrow evil lords of supreme power.
