Since the role was cast early, Ted Sandyman might be the logical choice as villian.

However, some people have voiced their opinion that the spiked wheel is the water wheel at the new mill in the Shire. If that's the case, Saruman could die on the wheel following the Scouring of the Shire. The wheel may be at the Isengard set, but film makers often use the same prop more than once during filming. They could insert any background scene, since the wheel set has a blue screen backdrop.
