I've read several replies so far and I think they're all pretty good. There's really no way to be sure of what Tolkien meant when he wrote that passage. I sometimes wonder myself what Saruman was referring to. It may be that he was suggesting Galadriel had no way out like other Elves. In THE ROAD GOES EVER ON, where Tolkien explains Galadriel's song, he says that she alone of all the rebel princess of the Noldor survived at the end of the First Age, and she had proudly stated she didn't wish to be forgiven by the Valar. So her song laments the fact that she was still under the Ban of the Valar with respect to the Noldor. Although Galadriel redeemed herself when she rejected the One Ring (Tolkien says this is why she was finally forgiven), it does not follow that Saruman -- who had apostasized -- would know she had been forgiven. So he may have been implying the only way Galadriel could sail over Sea would be to die. That's just a guess.
