Welcome aboard. :)

Tolkien did not put Long Cleeve on any maps of which I'm aware. Karen Fonstad and Robert Foster speculate that it's in the Northfarthing (probably since the North-Tooks descended from Bandobras "Bullroarer" Took lived in Long Cleeve). Fonstad placed Long Cleeve in in the North Moors, at a position southwest of Greenfields, in her Atlas. I don't know why she chose that location.

MERP may also have Long Cleve on some of their maps, but I don't have the Shire module or anything else that would show where they placed it.
