I know of no reason to suppose they had to be from the Forodwaith (or a third group), but they did build towers in the hills, and I don't believe any of the Gwathuirim ever built towers.

I rather like the idea of the Hill-men being unrelated to the Edainic peoples, but if they were (in Tolkien's conception), I think there are many possible explanations for their history.
