I believe this is consistent with the dialouge between Saruman's orcs, and Sauron's orcs, where the name of Sauron is directly avoided. The Mouth of Sauron, who his the most powerful human subject, has much higher status than the orcs, who are little more than work-animals. This would also go for the Ulairi/Nazgul-Sauron's highest wraith subjects-, and I believe that Gloin describes one that came to Erebor who used the name of Sauron. I just writing from memory here, so this may not be accurate. Actually, I just checked, and it should be all accurate. --------
