When Finrod was living on Minas Tirith, his brothers were still under his rule. But Nargothrond was founded around the year 52. So Finrod probably dwelt on Tol Eressea for about thirty years. This is hardly enough time for the Elves to have built up all the towers and fortresses they eventually established in the heights of Dorthonion. It actually makes more sense for Angrod to have assumed command of Minas Tirith and thus the gap of Sirion. In this way Aegnor would have been the prince of Dorthonion and lord of all the heights overlooking Ard-galen. Both brothers would therefore have had a key role to play in the siege of Angband. Orodreth would simply be his father's son (and presumably second-in-command), which fits better with the way the Elven lordships were handled elsewhere.
