I have never been of the impression that the wraiths knew exactly where Frodo was except for a couple glimpses through the woods when they were heading to Crickhollow, then at Weathertop. Why would they have known he was at Bombadil's? If they knew he was there, why weren't they waiting for Frodo & company at the road? I always thought Frodo's plan of disappearing into the old Forest worked splendidly, despite (partly BECAUSE of) Old Man Willow's efforts.
