If he would have wanted to make the thousands look more realistic, wouldn't he need to change language as well, instead of doing this simple reuse of names? Remember that people in ME lived much longer than today (elves & dwarves)and men to an extent. Therefore, a few thousand years is a relatively shirt time in ME and names are usually changed because people forget but when it takes so long to die it gets harder to forget (especially with elves)
