The three rings were forged in order to allow the Elves to live in Middle-earth without wearying of it (and eventually fading). To do this they needed to keep the spirit healthy and invigorated (Narya), keep the body healthy and free from great hurts (Vilya), and keep other things in the world around them from changing too rapidly (Nenya). : Ultimately though, all three together conspire to effectively to alter the natural progression of Time (or more precisely, Time's effects of the elves). A very arrogant thing for the elves to do (to Tolkien's mind). And this is how they were snared by Sauron. : Dave C-Q : P.S. - Caveat Lector (?). I haven't read the Silmarillion in a while, and so I haven't read "Of the rings of power and the third age" in a while either. So while I'm pretty sure of what is above, it may only be my interpretation. That is, I'm not exactly sure the above is laid out anywhere in such a straightforward manner. But at the very least, it's heavily implied. (Think about how Rivendell is a place of healing, not merely Elrond alone, but the place itself... and then think of the hobbits' inability to remember exactly how long they spent in Lothlorien, how the experience of Time was changed.) : Hope that helps. I don't disagree with you're interpretation of the power of the Three, but the cessation of time was experienced in Rivendell as well as in Lorien. There are other details (such as the mellyrn) to account for the preservative effect of Nenya.
