Until Bilbo found the One Ring, Gandalf had no reason to be concerned, and his labors apparently benefitted from his use of Narya. It must have been a calculated risk on his part. I can't say it was certain Gandalf would have succumbed, but he had certainly made himself vulnerable in some respects through his use of Narya. : Also, Sauron dominated his Nazgul without having the One Ring, : yet failed to dominate the Elves completely even when he did : have the Ring. The Nazgul were already slaves to his will, however. He no longer needed the One Ring to ensure their loyalty. And he didn't have time to work his will on the Elves -- they removed their Rings as soon as they were aware of Sauron's Ring.
