I reread what I wrote above, and there is one mistake where I used the word individual rather than informed. Other than that, I stand by my statement.

:The Cathechism clearly states that individual conscience can result in right judgment or erroneous judgment. (Part 3, Sec. 1, Chap 1, Art 6). I'd be interested to hear where you heard of "the primacy of individual conscience" as you defined it.

An uninformed conscience is dangerous to follow. Furthermore, there is a tendency among Americans to interpret "informed conscience" to be moral relativism, which is certainly is not.

It is, however, a recognized doctrine of the church. The arguments regarding informed conscience surround exactly what "informed" means, but NOT its primacy. I'm surprised you haven't heard of it. Run a Google search on it, and you'll get at least a couple dozen sites which refer to it. Most of the sites are Catholic conservative arguing that the doctrine is being misused (often rightly so), but acknowledging that it exists.

I've put out a few queries to try to track down the origins, but it make take a few days. Chit-chat on any given subject abounds on the net, but original sourse documents can be difficult to find if you don't already know their names.

BTW, I am not a moral relativist, and I do certainly underscore the "informed" of informed conscience. If and when I do disagree, it is not because I don't want to follow a difficult moral instruction, but because after studying it carefully I am absolutely convinced that the issue has been misinterpreted.
