According to People of Middle-earth they most likely came in the Second Age BEFORE the fall of Sauron. They were to seek him out and see that he was destroyed after Gil-galad and Elendil threw him down. The obviously failed in that. However, there second "mission" was incredibly important in the Lord of the Rings. They were sent as a sort of missionary to the Far East in order to "convert" the people there to good or to keep the good people good and not let them fall into allegiance with Sauron. Tolkien states that if they hadn't been there to do that, the East would have far outnumbered the West in the War of the Ring, thus probably leading to the Easts victory or at least have the returning soldiers find Gondor, the Shire, Erebor, etc in ruins. The Blue Wizards Alatar and Pallando were also known as Romestamo and Morinehtar. Check out Peoples of Middle-earth. Very good stuff on Cirdan, the Istari, and Lembas. Even an attempted (but failed) sequel (by Tolkien, JRR that is, not Christpher) to the Lord of the Rings. It was called to the New Shadow, it gives you about 10-15 pages of it. Excellent reading (not the New Shadow) the entire book (the Peoples of Middle-earth) as a whole.
