Yes, that is speculative. But since Tolkien doesn't speak of other mounted peoples living in the Vales of Anduin, I think it's a pretty safe speculation.

I'm not really qualified to say (I don't know if anyone is). I think a strong argument can be made for Beorian to be extremely close to Adunaic, but I don't know if it can be argued that Beorian was only a dialect of the mother language.

Well, technically, Westron was a blending of several languages, as I understand it. But the "core" language was that brought back to Middle-earth by the Numenoreans. These were all descendants of the Edain who settled in Beleriand.
