Most of the material in the book is contemporary with THE LORD OF THE RINGS, but was compressed for reasons of space. Tolkien excised mention of this annexation from the published versionof LOTR, we cannot know whether this was merely through the need to make the appendices more concise or whether he thought better of the matter. Tolkien seems to have been reluctant to physically throw away any of his manuscripts, even things which he seems to have later resolved quite differently. In general I give less credit to material not published in his lifetime, to that published (and presumably edited and polished) by him directly.
