Sorry, I just thought you were looking for the text reference. I have no idea what the blue wizards did, if they did anything at all, in the West of Middle Earth, but another poster put forward the theory that they might have had something to do with getting Saruman elected to the head of the White Council. As for Radagast, apparently whatever he did, it was not enough as Tolkien considered him to have failed in his task.
